With those two bolts being loose, I'd be concerned about the condition of the rocker arm pads.

If those two bolts won't tighten up on your old heads, that definitely would explain the leaks.

Check the threads and check the bolts for warpage.

I can't remember if you checked the lower box for warpage but check that also with a straight edge if you haven't already.
That's not my pic, I needed the bike to get to work today, I'll hopefully work on it next week.

Unless it is the photos that rocker box looks like it has been welded, a lot, that would explain your leaks, replacement may be wise.

Those aren't welds, it's the chrome peeling

Yeah mine look the same. It's the chrome plating withering away.
Unless it's the pics, from the looks of the rocker arm pads, there is some wear there but it doesn't look like they are beyond use, from here anyway.

Have you checked the tops and bottoms for warpage with a straight edge yet?
Across the valve pockets looks to be a leaky area from here.

Big cams?
Here's the Sportsterpedia page on rocker box / rocker arm inspection

I see the lower box threads from the pics but I can't tell what shape they are in down in there.
How's the threads?
