Unless it is the photos that rocker box looks like it has been welded, a lot, that would explain your leaks, replacement may be wise.

Those aren't welds, it's the chrome peeling

Yeah mine look the same. It's the chrome plating withering away.
Unless it's the pics, from the looks of the rocker arm pads, there is some wear there but it doesn't look like they are beyond use, from here anyway.

Have you checked the tops and bottoms for warpage with a straight edge yet?
Across the valve pockets looks to be a leaky area from here.

I see the lower box threads from the pics but I can't tell what shape they are in down in there.
