Default Function of this bolt - oil leak

Hi all,

I just ordered an additional manual for my 2001 xlh 1200, but in the meantime I had a question regarding the bolt and nut pictured at the center, at the bottom of the V. Could anyone explain the function of this bolt and allen nut? I'm asking because it has an oil leak, and I'm wondering if I can just unscrew and replace o-ring without other repercussions. I cannot locate it within my manual! thanks so much!

Timing mark access plug. Just remove it and put in new o-ring.

Actually might not use an o-ring, thread sealer then.
