Default Fat tire on 98 sportster

I want to run a 16x3 tire and wheel on front of 98 XLS, is it possible to use stock front end that will accommodate a wheel that is no more than 4 inches from outside of hub to outside of hub. If so what wheel can I run?

The largest tire you'll be able to get between the fork legs, using the stock front end will be about a 120. Regardless of wheel dimensions. Any wider & you'll need to go to mid or wide glide triple clamps. You might also want to take into account that the stock front suspension is keyed to the weight of the 19" wheel/tire combination. The heavier weight of the 16" combo will not work very well with the stock stuff.
