Default S&S Super E Carb Overflow Hose Flood?

Hey Guys,

I have been putting work in on this project '03 883 that I picked up, and have come across a few issues with starting. I think I have narrowed it down to this specific gremlin, and need some advice. It has the S&S Super E Carb.

My bike won't start. It seems to be a lack of fuel getting through the system. I replaced the fuel hose, checked the petcock, and the tank flows fine to the carb. Once it gets to the Carb, seems to be where the issues arise. I took the cover off the carb, and here's what I can see:

-The "bowl"? stays dry, and only if I twist the throttle will I get a jet of direct shot gas into the "bowl".

-If I twist/prime the throttle quite a few times before start, the engine ALMOST turns over, but it spews clouds of smoke and sprays gas out the exhaust (due to flooding?)

-The overflow hose continuously drains while the petcock is open.

-If I hold the overflow hose higher than the motor, the flow stops, and the "bowl" fills.

Here is where I am at, please tell me if I am wrong on my thoughts:

It seems there is an issue with the float/needle for the carb being stuck, thus leaving it "open" and causing the continuous flow from the overflow hose? This causes a lack of gas circulating through the system, making it not want to start? When I prime it, it floods the engine and causes that exhaust cloud and spew?

This would require a quick breakdown and cleaning of the carb?

Any advice would be awesome guys.
