I know white and silver as well as other light color cars, trucks, etc. are darn near impossible to see in heavy rain without their lights on, darker color cars much easier. Contrast is the key to visibility. All of the new rail worker and road worker vest here are now multi color and a more contrasting pattern with the reflective stripe. If the vest is orange the reflective stripes are bordered by the yellow and if the vest is yellow the reflective stripes are bordered by the orange.

I came up from behind a big twin the other day, I only saw his white helmet as I got real close, I saw his red shirt and then his tail lights long before.

Though on a white bike a biker with a white helmet may look like a cop and be more noticed, white and silver are very likely to blend in otherwise.

Headlights and tail lights, brake lights are very noticeable. I wouldn't count on helmet color to save my life.

When not on the way to and from work, I wear a black helmet and often dark clothes. If they don't see a headlight or a tail light, bright clothes won't help.

To my eyes, silver blends, white doesn't. It's a matter of perception, though - people do differ in how they see things. I do know that a company I used to work for changed the color of their service truck fleet from bright red to white because the insurance was cheaper for white. Research had shown that white trucks were more visible.
