Default oil to front rocker, no oil to rear?

hello friends, my name is hardtail28. i have a 1979 1000xlh sport and seem to be getting oil to front rocker but no oil to rear. my bike works on a gearoter/scavenger system and by all logical dictations, should supply oil to both rockers if oil is being supplied to either one. i took off the oil supply line from the "split-case" front (on rear rocker) that leads to the other split case on the same rear rocker (2 cases per each rocker, 4 in all) and road down the street for a min. but, not a drop. i can't think of any other cause than a clogged line? although, I did read something about a tight rocker arm possibly may also be a suspect? the post went on to say, loosen the nut on the rocker arm shaft, run the bike and if oil produces.. the tight rocker arm can be assumed, was to blame. is this a fact-based conclusion?
