ATF has a long history of successfully arguing that the missing parts could be easily obtained, and therefore "incomplete" is a distinction without a difference.

There are 25,000 armed troops in the capitol as a sign of who is now in charge. They have been subjected to a litmus test to verify the proper ideology.
I don't see this getting any better.
