Default frame number changed

Okay, guess this is a good question to throw out here in the registry.
Recently I bought a rough but running XLH, first bike I've owned in 30 years. In the 60's and 70's I had several Harleys and indians.
The title was clean with no liens and the vin number matched the frame.
The vin number says it's a 1976 HD but as I began disassembling the bike a few things didn't make sense so after some digging I have discovered that it is definitely a 1980 Sportster frame and not a 1976. Yet the number stamped into it ends with an ".....H6" which indicates 1976. Upon further inspection I can see where the frame number is has been ground down, metal lower than surrounding areas and the circular marks of a grinder barely visible but there.
I bought the bike from an owner who had also purchased it as a project but never got to it and was also a new home owner needing to invest money in his new (very old) house.
The engine block has a different number on it which indicates in was a 1980 block, yet is still has the under the engine shift shaft of the 1975/76 vintage. Confused yet?
So the question is, finally, what do I do with this thing now? Ethically and morally I am right to question this but is there any chance of figuring out the story of a frame without it's original vin number? What are the laws concerning having a frame with modified vin number? What would the chances be of actually registering, inspecting and titling this bike in New York State?
Sorry for the long question but thanks for any advice anyone can offer.
