Neck too tight?!?!?!?! Why do you say that? Wouldn't tighter help eliminate it?
The Older bikes used to have that friction damper on the neck that you could tighten donw to hardly be able to turn. Gear selection doesn't seem to matter, nor does it seem to be a big difference whether accelerating or coasting. I'm like you though....I always thought it was tires that started it when heeled over....but today it started on smooth concrete on interstate in a sweeper you could handle at triple digits. I was pulling in 5th at about 90 and it started the old "I'm gonna throw your butt off punk" shake.

Default H/D oil in forks!

What's interesting is I didn't have this problem, or didn't notice it until I put 412 shocks on it with heavy duty fork oil.

I had a major wobble about a year and a half ago. I
retorqued the riser bolts (the ones that hold the risers to trees)
and my front axle bolt to spec and have not had the wobble since.
I know you checked everything but just making note, this was my fix.
Hope you find the prob and fix it before you tear all your hair out.

edit: The death wobble on my bike occured at 65 mph in a straight line but
I know what I did fixed it because afterwards I got her to 105 mph with no issues...

not sure, just a wild guess. maybe if too tight it would restrict smooth movement
maybe like xena mentions, riserbolts. howabout bushing upgrade to uerothane?

bearings that are too tight can chip race and leave a pocket for balls to go in and out

wheel balance. they put on tape weights right? probably on one side of rim. buy some tape weights, remove the ones the put and put new tape weights evenly on both sides of rim at same weight you took off.

Mine gets a wobble on certain roads. The rain grooves that they put on some of the CA freeways, can be a pain in the rear at certain speeds. It's like the grooves on the tire fit perfectly and "catch" the rain grooves. This upsets the front and causes a wobble.

I've also noticed it when the front wheel lightens, on some up-hills and i catch a cross breeze. the front wheel and handlebards start to shimmy a bit. I've always thought it was the front shocks that caused this problem, since i haven't replaced them yet.

The few times i've gotten up to 90+ i don't like the way the front end starts to feel, so it might just be inherent to the Sporty as it really lightens up and doesn't feel like it's contacting the road up front.

Good thought but they split them like you said. They really didn't take much weight either!

I'll start messing with pressures. They had 32 front and 36 rear in them.

I'll check all the fork bolts again too. Maybe I need BIG forks!

I've had bad tires do this on me.
Also I would check the free play on the wheel bearings.
