That when dealing with cruise rpm tire diameter has an effect along with gearing. Sportster models have a number of different wheel tire combo's with different tire circumferences. I'm not sure if they all have different VSS numbers entered or it's "one size fits all". I know my stock bike needed an almost 15% correction to get the speedo to read right. You can change rear tires and get a bigger rpm change than changing the front belt sprocket one tooth.

IIRC you also said you weren't happy running it at 4,000 rpm because it vibrated enough at that rpm to put your right hand to sleep.

I'm going back to running the HDI 30T front sprocket and 22 mph/1,000 rpm (with a 160/60-17 rear tire) so 4,000 rpm isn't until 88 mph. It's not a vibration issue on my rubbermount, just for a more "relaxed" cruise.

That was after a two hour run in the desert at 80+.
Had that issue with the counter-balanced Triumph Bonneville 865 cc twin and the Moto Guzzi V7II. Especially bad with 2020 Can-Am Ryker 900 3 cylinder.

My 2014 CB100 was the only bike in the last couple decades with no right hand/wrist issues.

Approaching 74, my age may be a factor.
