I think I'm going to go with jbweld and see what happens. I'm worried about welding distortion of the neck since I can only do about 2\3 of it. I don't trust my skills enough to get it right. If the job fails then I can always scrape it out and do try welding.

The jbweld on the bearing cup seems to be holding up well. I didn't need much, just a good smear. I actually consulted the manufacturer and they suggested using the original formula for what I was doing.
Anyway, loaded up the bearing with some marine grease and went with the 28 ball setup, leaving me with 2 extra from what I had in there. Fork oil was black as midnight so I'm glad I changed that out. New dust seals went right on. My drain screws were proper stripped so I had to get news which weren't easy to find locally. They are so stubby no one carried replacement.
