It's in the factory service manual. Somewhere about 2 to 4 thou clearance. Measured with a ball gauge and micrometer usually, or by rocking the stem in the guide and measuring movement with a dial indicator.
Carefull inspection of the valve stems should show any evidence they have been hanging up. Will be all scuffed up or galled.

I would use a gage pin. Tells you the largest diameter that will pass through the guide, concentricity etc.

The other methods are valid also

I found the problem. we didn't think about it before, and I thought it would never happen, but it did. Sh*t happens!

The cam gear #2 woodruff key was broken, and the gear rotated in different directions. I have re-open the cam gear cover hundreds of times (hyperbolic) and finally realized this is what happened.
