There is a Sticky on carb cleaning; another on tuning. Start with the one on cleaning and then you can post more specific questions as you go along. Here it is ...

Keihin came stock on XL and Shovels I believe in the mid to late 70s, find a book for those years, it appears that it had a fixed main, all you have is the low speed jet screw, CW = leaner.

It's a Keihin. I see the plastic part of the fuel inlet is broken off so you need to replace it. Harley later came up with an all brass fitting to replace the crappy one that was on your carb, the part number is 27371-76a and it is still available from the dealership. This fitting is for the Keihin CV carb that replaced the Keihin butterfly that you have but the fitting will also fit your carb and I highly recommend getting it. When I rebuilt the Keihin butterfly carb on my 1985 FXST I had to remove the brass stub (the plastic had broken off like yours has). I took a 1/4 x 20 tap and tapped out the hole in the fitting, then took a piece of 1/4 x 20 threaded rod about a foot long and screwed it into the fitting, slipping a thin piece of pipe about 5 inches long (it's called a pipe nipple) over the rod and putting a washer and nut onto the end of the rod thus making a hammer wrench. I heated the carb body around the fitting with a heat gun while supporting the carb in a vise and then slid the pipe up the rod to gently hammer the fitting out. I put the new brass fitting in the freezer overnight to shrink it down a bit, then the next morning I heated the carb body back up again with a heat gun and the cold fitting slid right in. I hope this is helpful to you.

edit: oh by the way, it's probably a good idea to completely disassemble the carb first since the heat may melt the o-rings and gaskets in the carb
