I have a 19 " 2005 mag wheel off a sportster is there a spacer that goes between the berrings inside the hub on this as this wheel came with no berrings or spacers

Yes there is. You will have to work out the end play of the wheel on the spindle to make sure it is not to loose or worse still to tight.

That will cause the wheel to eventually seize and toss you over the bars
