It doesn't, but you can buy the Thermostat kit for it another $70. Personally, I'd get a cheaper on/off valve from ebay, you just have to remember to turn it on or off.

I wouldn't worry to much about the oil getting too cool where you live :roflblack
Seriously though I wouldn't worry about a thermostat,I had an H/D oil cooler (made by Lockhart) on my FXRS and never ran a thermostat on it.
It saw temps ranging from mid 20's here in the Northwest to the mid 120's down in the desert SW and never any issues with oil.
I put over 100,000 miles on that bike over 10 years and never had a serious breakdown on the road with it.
I had the top end rebuilt for the first time at 103,000 miles.
Even then I rode it 200 miles the day before I took it in.

I had a cooler for my Sportster but never put it on. Sold it to a guy in Japan.
I read the instructions to see how much more oil would be in the system. Wasn't much, some odd number but believe it was less than a qt. Maybe 3 or 4 tenths more. I didn't want a partial bottle sitting around.
I looked at the cooler this way. Unless I was in a very hot area, I wouldn't bother with a cooler. I run synthetic and the oil temps. dropped 15-20 degrees. Almost like a cooler without the work.
The cooler is sitting out and even with a cover, what happens if a rock was to put a hole in the cooler. (It's a small radiator.) Now you have problems... same if the hose pops a leak.
If the bikes NEEDED a cooler, H-D would put them on from the factory and help cut down repair and warranty issues.
Now some bikes could use them and some come standard from the factory with a cooler. Then I'd take it but I know I won't be using a cooler and it gets plenty warm in Iowa.

I've only had my bike for a couple of months now and the oil-temp gauge/cap for about a month. It is usually around 180-190. The highest I've seen it is 200 degrees. But the weather has been cool here (mid 80s) and I haven't sat in traffic at all.
I was just looking for a little "insurance" against the day in late June when it is 115 degrees and I'm sitting in traffic! :(

I would wait on the oil cooler in your case. I have sat in traffic with my bike on a 95* day, and I think I was touching 215* in the tank. Granted, that's hot, but still acceptable. And when I say sitting in traffic, I mean just that. No more than a few mph and taking as much as 30 minutes to go 1/2 mile. Lots of sitting still for a long time. 180-200* in the tank is a very healthy range. Anything above 220* and your starting to push your luck.
Like I said, I'd wait and see how it does first.

An oil cooler is not high on my list of updates - I really want to get some new rear shocks (Progressive 412s probably). The stock rear shocks are PITIFUL!
