That's the HD head lamp visor for Sportsters. I trimmed it a little on each side (1-1/2" wedge) so it would fit with my clubman bars.

My bike is an 01 but the visor should fit 95 and later. Still said that in an 04 catalog. The yellow line is what I cut off. Hope it's OK I used your pic fbcrusier.

That little head lamp visor is actually fairly effective for wind against the chest. I can duck under if I "tank it" but I don't normally ride like that (on cold mornings I do).
