What's it take to get rid of the skinny 21" front wheel on my 883C and change to the standard 19" front wheel?

Buy a wheel, bolt it on.

I swapped my friends 2001 Custom 21 inch laced wheel for a 2001 19" cast wheel. It was easy, just un-bolt the disk rotor from the old wheel, bolt it to the new wheel, and re-install. The tires are very close in diameter, so the fender clearance is fine. In this case, the new wheel already had a tire, so you may need to get a tire mounted as well.
