While doing some rewiring on my bike ('99 1200 Custom), I took the back cover off of the speedometer. The speedometer has a single push-button for switching between odometer and trip. behind the cover is a spot to install a second push-button. You simply have to drill a hole in the cover for a switch to fit through. With the correct relay, that is a perfect spot for a headlight hi/low switch.
Harley will sell you a replacement odometer/trip switch for around $8. You can order an identical switch from Digi-Key. Part number is 539PB-ND and the rubber boot is 513PB-ND.
Drag Specialties and Custom Chrome both sell a headlight relay from around $30-$40. NAPA carries the exact same part (part number AR284) for about the same price.

For anyone wanting to get rid of switches on their handlebars, I think this is a perfect solution (assuming you aren't also getting rid of your speedo).
