That's why CA law mandates that bikes can go around those gates. Unless you have a Boss Hoss, you ain't gonna trigger it.

He was trying to get out without paying. You can see the Prius was stopped at the box before the gate to pay for parking. He tried to sneak out because he's cheap or just stupid.

You don't pay if they only have the automated gates and you can go around. The only time I have to pay is if there actually a person manning it.

It could have been a number of things, but either way, if the car in front stopped there to do "whatever" then the bike should have had to as well in order to get the gate to go up. Whether that be some sort of security check, a ticket to time something, or some sort of automated pay.
