The Harley's have been kicking ass and taking names for years.. The sanctioning body made Harley Add 100 pounds of ballast, and then the japs became competitive. Then Harley found some more power, and again they're walking away with it.
Amazing how 2 little cylinders at 45 degree angles can produce so much power.

From the NHRA page, no mention of V-Twin displacement limit.
Pro Stock Motorcycle
Pro Stock Motorcycles have differing weights depending on engine combination - 575 pounds for Kawasaki, 590 for 92-cid Suzuki, 615 for 101-cid Suzuki, and 615 for Harley-Davidson and V-Twin, including rider - and have a maximum wheelbase of 70 inches. Bikes must be 1998 or later models and retain their stock appearance, including a front fender, simulated headlight and taillight, and manufacturer identification on both sides. The engine and body make must be the same. All motorcycles must pass NHRA body inspection prior to competition.

Wednesday, May 23, 2007
NHRA ANNOUNCES BUELL WEIGHT ADJUSTMENT IN PSM: Following a review of recent performances in the Pro Stock Motorcycle category, NHRA has announced that the minimum weight for all Buell-powered motorcycles will be increased by 10 pounds, from 615 to 625 (minimum weights include the rider). The increase is part of NHRA's ongoing efforts at maintaining competition within the category. The change is effective June 7, 2007, at the Torco Racing Fuels Route 66 NHRA Nationals at Route 66 Raceway, which is the next stop on the POWERade tour for Pro Stock Motorcycle. Harley Davidson V-Rod (160 CID) and Suzuki (101 CID) remain at 615 pounds.
