I have a front end off a 82. When the wheel is mounted the discs are centered but the rim is off center. Does anyone know if the wheel is laced with an off set?

The disc's are centered with what?
Speedo drive, where is it?

if it is a laced wheel, it could have an offset in order to position the rim to allow for the spool/disc assy. i relaced the rear on my 74 and it does have an offset but i do not remember the front (will have to go back and check). i installed ss twisted spokes/nipples front and rear and akront rims.
the run out on the (up/down) is only a few thousandths as well as lateral (side to side)but relacing the rims turned out to be easier than expected. anyone with a jig and some dial indicators can do it.
looking back i found that the rear for aluminum rim needs an offset of 5/8 and the front aluminum rim needs an offset of 1/4. the offset depends upon the rim type and construction. this was for my setup and might not be the same for yours. reseach and then adjust if necessary.
tips: get the correct spoke nipple wrench (will save headaches later), use lube on threads, take pictures of the rim before removing spokes (after a few beers, they all look the same) and if you are not patient, have your old lady do it. there are left and right spokes and they go in certain holes so the pic's are a real help in knowing which way to swing them unless you are going with a custom lace>

The discs are centered in the forks. I dont have a speedo drive.

do you have spacers on the right sides of the hub?

Yes the hub has a spacer and is centered in the forks. The rim is just off center.
