Well, I reckon it's off a mighty fast turbocharged sporty. Tall bracket on the right is where the turbo sits and the hole is where the header attaches. Closer?

I've never seen it before, I imagine that it's a crossover pipe to convert the exhaust to exit from the left not the right side. The left side pipe would bolt onto the flange and carry the gases out the left side of the bike.
