I can't remember how much the MoCo wants for this part seems like it was between $20 and $30. I got one from Drag Specialties through an Indie shop for $9.95.

I got one from the local dealer for about $6.00. I don't remember the brand name it was hanging on their display board.

Go to any Honda shop. Yes! Honda! The shock adjusting tool works on Viragos, Shadows, XLs, and whatever else.

I keep a pair of channel locks with the business end permanently taped. Works on my shocks as a spanner wrench. Also, many other uses.
Chuck, the stock shocks require a spanner wrench (or channel locks)
