Yes in NC..

NC does have an open carry law too, you can legally carry loaded inside a vehicle as long as the weapon is visible, meaning it has to be on the dashboard, console or just laying on the seat next to you not covered up by anything. Totally visible, police may frown on you carrying openly inside the car without CCW permit, so beware!


As far as CCW goes in NC...Any weapon within the perimeters of the glass within reach of the driver, or passenger hidden in glovebox, under the seat, in the console, or stuck in the door panel is considered illegal without a CCW permit, cause they consider it "EASILY ACCESSIBLE"


They do give exceptions when transporting without a CCW...Both ammo and weapon must be separate and locked in the trunk..Open back SUV's they consider the circumstances of the open trunk...pickup trucks I lock it under the tonnuea cover..And put the rifles behind the drivers seat (crew cab) on the floor board..dark tinted windows you can't see thru anyways!

Sorry I can't answer a question about Maryland law. However, it's not only legal in Louisiana, it's highly recommended. Even without a ccw permit, we're allowed to openly carry a loaded weapon in our automobiles. In Louisiana, with regard to firearm laws your vehicle is an extension of your home.

In PA, you can OC, but once you get in the car it's considered CC. (Crazy - ain't it) So that's one reason a lot of folks here get their LTCF (License to Carry Firearms)

FYI;

The court decission on MD's CCW law is on hold due to appeal by the state (no surprise). There was a little burp where the state police (licensing agency) said they were going to go ahead and process the pile of apps. they're presently sitting on in compliance with the most recent (court) decission rather than wait for the appeal to be heard. When the governor's office heard that, the decission was rather quickly reversed (no surprise).

We are now awaiting the slow wheels of the legal system to grind on to the next level, expected approx. Oct. 2012. Realisticly I will be surprised if it happens before mid Nov.
Until then we are still under the opressive (and in accordance with several recent rulings, unconstitutional) requirement to demonstrate a "substantial need" in order to obtain a permit. What this means is nobody gets one without political intervention.

As to carrying a HANDGUN in a vehicle; it MUST be unloaded and "inaccessable by the driver or passengers" and it is highly reccomended it be locked away in a case or (preferably) in the trunk of your car. You are only allowed to transport a handgun between palces of legitimate use (range, hunting, gunshop, repair shop, etc.) This is very important to remember should you ever be stopped. As you may have gathered, virtually ALL of this is subjective and open to officer interpretation and discretion, case-by-case.
Laws regarding long guns are not as restrictive.

Maryland is one of the most liberal states in the country. The four counties in the Baltimore - Washington corridor outnumber legislators from the rest of the state combined, so we're pretty well screwed absent court action.
