Default Can't get it to idle.

95 Sporty motor with screamin eagle heads, .10 over pistons, 536 SE cams. 45/165 jets in a 40mm cv. Open pipes, free breathing air cleaner. It will idle all day in the driveway no problem once it's warm but take it 1 mile down the road and it doesn't want to idle anymore just falls dead. Running rich but I feel like the jets are already smaller than they should be. Checked for intake leak And all is well. Tried the idle drop test and I was able to make the bike die out by spinning the idle mix screw in but couldn't get it to die even at 3 turns out. At 3 turns out when I snap the throttle I'm still getting a black puff out of the pipes. Any help would be great

Just found the choke was stuck open about the thickness of a washer 1/16th-1/8th. Could that be it? It's to late to test ride but I'm hoping that was it.
