Default Gas Tank Info Needed

I have the tank off and have labored to drain it.

I noticed that fuel does not run out of the petcock like I've been accustomed to-- so I had to screw the whole contraption off the tank. Then the gas kind of got all over because I couldn't pull the whole filter through the hole-- and I didn't want to force it and end up busting it.

Is this the way it's designed, or should I just push and force that filter thing through?
Thx.

Were you able to pull the whole petcock out along with the strainer?
