There is a small ground strap betwen the frame and the handlebar, behind the headlite bucket; it attaches at the bottom of the left riser bolt - there is a nylock nut there.

With a 3/4" open end wrench you can remove that nylock and find one end of the ground strap.

The handlebars are rubber mounted. You have to have the ground strap there for ... ? ... whatever must be grounded up there i guess.
