you lined up all the timing marks with the cams installed, installed the cover and then installed the rotor, and then the base plate,correct?

Yep it already had the plate on the cam cover, i didnt take that off, only thing i took off was the the round thing that spins(and also threads onto a gear in the cam case)

I know nothing about using an electronic ignition, so this suggestion may be worthless.
That said, you removed the timing cover (of course) and then put it back on.
The ignition is driven by the rear intake cam. This cam has the slot that aligns with the conventional automatic advance unit, followed by the ignition points backing plate and then followed by the points and condenser.
Does your electronic ignition still use the advance unit?
If your electronic unit has a slot(s) with hold down screws to set the timing by rotating the unit then I suggest you set the unit midway in the slots and try to start it.
If the unit does not have the slot(s) but is rather bolted solid in place, then what I suggested does not apply and I have wasted our time writing this out.
Someone familiar with electronic ignition needs to step up to the plate here and settle this question with a single post.

Yes it does have two screws that hold it down/ adjust it, to static time do i loosen them up then get the front cylinder tdc then tighten back down?

Yes, just loosen both screws and position the backing plate so there is equal slot spacing on each side of the screws.
You do not have to be concerned with TDC.
The position of TDC is set by the engine cam gears, where the engine is rotated to etc, etc.
The backing plate is a stationary item so just set it in the middle of the slots and try starting the engine.
Note: It appears like you already have it set to the middle of the slots looking at your pic.
Anyway, let me know what happens after trying to crank it up.

a previous pic has the #2 cam missing, this cam is what turns the points or reluctor . your supposed to remove these ignition parts first, hold the #2 cam with your finger and remove the cover. If a cam(s) fell out you need to match up the timing marks first.
Install the cover, install advance system, plate, points or reluctor.
We really need the step by step you did to replace the cover or it will never start.
Did you download the manual?

I have the manual and i read on here that the timing marks on the flywheel didnt m atter when installing gears in the cam case, so i didnt worry about tdc and just put the gears in, with the pinion shaft at 11 o clock and aligned the cams from there. So i just got done putting front piston at the manuald tdc(which doestlnt look tdc) just went by the book and put the line in the middle of the timing hole. Now im gonna reinstall the dyna s and see what it does. Does this sound acceptable

flywheel marks dont matter when installing cams. pinion gear mark is normally at the 11:00 position and you lined up the rest of the marks on each cam . correct?
after cover, adv weights, ign system components are installed , shift into 4th gear, remove spark plugs, rotote motor untill intake lifter/pushrod goes up and then comes down all the way. This is front cyl comp stroke. turn slowly untill single line is visable in access hole. lock advance in fully advanced position, adjust timing by moving plate within slot range.
